Yes, but ht://Dig does not directly support it yet ;-)
That is, ht://Dig currently does not know how to handle FTP, but
it is possible to create some wrapper for that, e.g. with the
"external_parsers" directive or by additionally setting up a
minimal HTTP server for /pub/ and change the URLS to match the
"real world" FTP locations.
