You're misunderstanding the documentation. Neither of these *alone*
will do anything useful.
The key to url_part_aliases is that you index with one config file
(say the top one) and then you use a different one to search, say:
url_part_aliases: http://www.cjc-online.ca/ *site
This will transform anything indexed into the '*site' code into the
URL http://www.cjc-online.ca/
I assume this is what you're after.
