Looks like they've written their own interface using PHP. The PHP people
have done the same sort of thing on their site(s) - see their Latvian
mirror at lv.php.net to see what it looks like; the source is available.
But note, that mirror seems to be a little out of date! Mine isn't - see
URL below.
