It's not enough to just comment out exclude_urls.  If you do that, htdig
falls back to the compiled-in default, which still contains cgi-bin.
You want instead to define exclude_urls as an empty list:

    exclude_urls:

so that your CGI scripts aren't excluded from the dig.
