Presently I just exclude abusive sites from indexing, but I have to find
them first;(  You can set the keywords_factor to 0 in your config file if
you want to eliminate it for everyone, but I don't think you want to
through the baby with the bath water;) 

I have requested a max_keywords attribute in the next version of htdig
from the development team; it could limit the abuse, if not eliminate it. 
I have received two votes of confidence from the team;)  I am hopeful to
see the feature in the near future;D
