This is your problem.  You have a lower-case letter L here.  It should be
the digit 1.  I think you should also have a hypen "-" rather than an
underscore "_" after the "ISO", i.e. fr_FR.ISO-8859-1.  On most systems,
you can omit the .ISO... part, and just put something like "locale: fr_FR".
