Are you installing a RPM version, or did you compile it from scratch?

Either you are using a pre-compiled binary version of htsearch, or
you have not edited the CONFIG file as you would like.
Alternatively, do you have permissions set properly on htdig.conf and
all of the directories above it? Make sure the directories have world
read and descend (execute) permissions for the web user.
