[htdig] Customizing long/short.html

In long.html and short.html there is:
<a href="$&(URL)">$&(TITLE)</a>
Only in the results $&(TITLE) is set to the filename of the page.
Is this a bug in 3.1.5 Or is there some other variable I should
be using?
