True the point is moot when the people who control the hardware won't
install what you want. However, rsync CAN be set up so that it does copy on
the difference between the files (see the man page on rsync on a system
where it's installed).
Rsync is used at my alma mater. They use it to copy only the differences in
Access Databases from their satellite centers so their files can be backed
up. It works really nice.
But, that's beside the point, since the webhost won't install it.

I may be wrong, but I don't believe rsync actually copies diffs. I think
it copies the whole changed file. I also believe there's less chatter. But
the whole point is a bit moot if the IT people only want to allow one. ;-)

Yes, I'll set up a "mirroring" page with the instructions I just sent.

Actually, I use wget here, but it's probably the same. In the case of the
FTP site (which is the same as /files on the website), almost everything
is binary, so it doesn't matter much how you update.
