Let me take a stab here. My guess is that you're running 3.2.0b2, in
which case this is a known bug. The "weakcmpr" file that is created
by this beta, unfortunately needs to be writeable by the webserver
UID. This is fixed as of a more recent snapshot, try for example:
<http://www.htdig.org/files/snapshots/htdig-3.2.0b3-091000.tar.gz>
(The 9/17 snapshot is unfortunately broken and this will hopefully be
fixed for the next snapshot.)

Alas, it's a bug--I wish I had caught it (and a few others) in time
for 3.2.0b2.
