Certainly not in the 3.1.x series. It was proposed for 3.2 that the
user_agent attribute be allowed in server blocks, to allow multiple
definitions, but I don't think it made it into any of the released
betas, though it appears it should be in the next one, and in the
Sep 10 snapshot.
