First off, upgrade to 3.1.5. See <http://www.htdig.org/RELEASE.html>
for more details, but suffice to say that versions before 3.1.5 are
vulnerable to a bug that allows people to read files on your system.

Not really. You could set allow_numbers to true, but there'd be no
way to be sure it was the Review Date and not the Creation Date.
Features planned for later in the 3.2 series include restricting
searches based on the date returned from the server or dates set in
the META date tag and the ability to restrict searches to specific
contexts. (So you could set a META keyword tag as the Review Date and
restrict to that.)
