Here's an update:

I added the line 
search_results_header:     ${common_dir}/header.html
to htdig.conf (with and without the quotes - still no change, the results com up 
without a header.
-I'm using two header.html files, one is the default you can download from htdig, the 
other is the one I use on my other web pages (I can  open both up in Internet Explorer 
without a problem...)
-So, anymore suggestions and/or how do I specify the common directory in htdig.conf 
(as was suggested).

 Oops, what I meant was:

search_results_header: ${common_dir}/header.html

 (so, no quotes). This is what we have in our .conf files, and it
works well. Sorry for the
confusion.
