dipak,
in the conf file there is an attrib called 
exclude_urls: 
in that url the cgi-bin directory and the .cgi extension is included. 
try keeping it blank so that it will index anything that comes it's way 

also read the http://www.htdig.org/attrs.html#bad_querystr attrib despribtion

kind of useful if u plan to use the above given attrib.
