What is to be expected, is that if you pass a URL to start_url, it will
index all URLs from that initial one, as long as they fall within the
limit_urls_to attribute.

By default, if you pass a directory to start_url, it will do what you
describe--follow links for everything in that directory and all
sub-directories (since they'll match tha pattern).
