Not at all!  Bricolage supports HTML::Template.

A new solution for a client?  No, I think that would be off-topic.
However, if a new version came out I think posting an announcement here
would be fine.  In fact, if there are other CMSs (open source or
otherwise) that support HTML::Template I'd love to hear about them!

Well, let's just chaulk that one up to history.  Although I help maintain
Bricolage, I didn't write it.

Do others feel similarly?  If a large number of you are opposed to seeing
announcements of tools that support HTML::Template, I would consider
disallowing them.  However, I generally consider anything plausibly
connected to the use of HTML::Template to be on-topic for this list.
