I've found that it's very unusual for designers to need to work on the
form tags themselves.  If they need to change anything it's usually
just a matter of adding the appropriate CSS '-class' parameter.  But
I've only had to do that a few times.  Much more common is the need to
move form tags around, which is actually easier if the form tag is a
simple '<tmpl_var foo_select>' and not a huge nest of if/else blocks.
