I think you mixed up the 'header' concept. The meta tags go in the HTML header. The cookies go in the HTTP header, which is different from the HTML header, and out of the scope of HTML::Template. I use CGI::Application as my framework. I made a small tutorial using CGI::Application and HTML::Template which may help you: http://redantigua.com/cookies.html
