Does the patch break other stuff? What you are missing is that the URI class is about the worst part of the HttpClient code. It has been basically unmaintained for years now, it is considered "broken by design" by all active committers, none of us do have a thorough understanding of what goes on in that class, and probably none of us feels able to tell whether a change would break other stuff or not.
