In fact there's nothing strange about it. The cookie violates the
RFC2109. Cookie values that contain commas MUST be enclosed in quotes.
Only Netscape draft cookie policy that does not permit multiple comma
separated cookies in the Set-Cookie headers will be able to parse the
cookie.
