Commons uses Maven to generate a changes report from JIRA; this
requires the Fix version and disposition to be correctly maintained.
The output appears on the website under Reports.

Commons also uses Maven to generate release notes from changes.xml
(which is manually maintained)
This appears as a text file which is shipped with source/binary releases.

Both are useful.
