Resolution: Won't Fix
We are bound by the Java 1.3 compatibility requirement for HttpCore base module
and therefore may not use of Java 1.4 features.
You are absolutely correct in defining your own SocketFactory that supports
timeout. This is the recommended approach for all those who do not need 1.3
compatibility
