Hello Bindul,
The ReasonPhraseCatalog is an interface. The implementation in the first patch
is hard-coded, as the code is taken from the HttpStatus class.
I'd like to have an implementation based on ResourceBundle, but I see it as a
low priority. It's also up for discussion whether that kind of class should be
in HttpCore. We prefer not to have fixed/default locations for parameters, and
the bundle could be seen as such.
