The TRacfone.com rule isn't listed as "partial," but it doesn't work.
It causes the tracfone.com front page to partially load, reload,
partially load, and reload in an endless loop.
I'm using HTTPS-Everywhere 4.0dev17 in Firefox 30.0 on a Win7x64 machine.
