HTTPS Everywhere 2014.8.22 for Chrome ("extremely stable") has been
released:

chrome-2014.8.22                            (2014-08-22)
  * Rulesets from 4.0.0
  * German translation

Raw CRX is here:

It's debatable whether this is a beta or not. Jsha argues that we're
stable, but I worry that we can't really be stable until
https://code.google.com/p/chromium/issues/detail?id=122548 is resolved.

Is there a way to test the development branch (of the rules) with Chrome?
