Tools should warn if missing required EXIF data

Bug description:
Created from original ticket 182535
"...it would be useful if the command line tools gave a warning when working
with files that do not have EXIF information so the user knows that something
may not be correctly processed. (e.g. align_image_stack quietly creates a PTO
with Ev set to 1 for all images if there is no EXIF)."
