Basically this usage of the tracker sucks. This bug gets marked as incomplete because the bug doesn't contain any information, however the bugs that are marked as duplicates do contain useful and complete bug reports (e.g Bug #697657). The inevitable result will be that the 'duplicates' get ignored and the 'parent' bug vanishes by default.
