Inactive images in panorama

Bug description:
I would like to be able to inactivate images in my panorama. This is
because I sometimes take too many pictures. If I throw them out of my
project, this is too rigorous. I would like them to tag along.
Thus in the optimzation process they would not influence the outcome
of all the other images, but after optimzation has finished, a LOCAL
optimization would position these extra images. This allows them to
move along if the general layout of the pano changes.
But I am still able to use "identify" to find which images they
overlap with, and maybe disable the other image eventually.
