First, Hugin is only releasing source code. The binaries for different platforms are built by the community. Second, more import, there is and there was no portable version. On Windows all settings are stored in the registry - so Hugin is not a portable application in the narrower sense. The settings are only stored for the current user on the same machine.
The mentioned 7z archive are only the same files as in the corresponding installer.
