According to a comment on the wxWidgets forum, the Unicode handling of arguments for Linux in Unicode was fixed in wxWidgets version 3.1 and (https://forums.wxwidgets.org/viewtopic.php?t=43236). This I can't confirm at the moment, but that'd indicate enforcing 3.1 or higher for wxWidgets would ostensibly mark this as resolved implicitly.
