Until now the community did not decide about the wiki and apparently 
this won't happen here either.

There is nothing confusing about telling the students to set up their 
proposal on their user pages. If, and only if the projects get selected 
and evolve they can be moved to the main namespace without loss.

Please update the Application Template and Student Proposals page 
accordingly.
