ImageFuser uses the align_image_stack tool to write HDR's. This same align_image_stack tool is also used by Hugin. Creating hdr files is more or less a "spin off" as ImageFuser is meant to use enfuse and this functionality was added because it was so simple to do.
Can you try to make a HDR pano with Hugin. When finished can you (try to) open the created HDR with Bridge and/or Photoshop CS3. This to check whether the HDR pano behaves the same.
