I see no good reason to add more logic/complexity on the redirect page.

The page does not tell them to install 0.7.

If they don't understand 
<http://hugin.sourceforge.net/installed/oldv.shtml>, chances are high 
that they won't be contributing useful bug reports.

If they do understand it, they have all the information they need.
