This has nothing to do with hugin. Free / nonfree software can be pirated everywhere in the world, what ever the local laws allowing this or not. Using an illegal copy of a software, being photoshop, hugin, windows or God know what is usually the user's responsability.
For the materials producted by the those illegaly packaged software, they are usually legit. That does not mean the one using them risk nothing.
