No, it doesn't matter if they're newly added or not. Maybe it does,
but they're from the same camera/lens so it treats them as already
optimized.

Right on money. If I open an already optimized project, I can select
any pair of images to get an incomplete pto.
If one of the images is image #0 that it works :)
