Actually *enfuse* (not enblend, which is a different program!) works pretty good merging bracketed jpegs. If your goal is a displayable image (not f.e. image based lighting) there is no intermediate HDR image necessary. In fact HDR tonemapping often has problems which enfuse doesn't have.
The lamp image on http://wiki.panotools.org/Enfuse is an extreme example which covers 17 EV exposure steps enfused from jpegs. It doesn't look very natural (since we usually can't see the filament of a light bulb), but I didn't get even near this result using HDR tone mapping on this image.
