Looks like something is broken on sourceforge again. There are alternatives, you can subscribe to the hugin-cvs list which sends an email for every HG commit: https://lists.sourceforge.net/lists/listinfo/hugin-cvs
There is also a sourceforge RSS feed which does seem to be working, this has file-releases too but you don't get much information:
