ScaleFactor35efl is a composite value calculated by exiftool. On http://www.sno.phy.queensu.ca/~phil/exiftool/TagNames/Composite.html you find the note "this value and any derived values may be incorrect if the image has been resized".
Since the maker notes have been stripped from that image there seems to be no way to determine the original dimensions, which would be needed to calculate the scale factor from FocalPlaneXResolution and FocalPlaneYResolution...
