@Carlos @Erik - thanks for those suggestions. A small competition accepted image blending for HDR and I was playing with the idea of providing an image made using image blending but not for HDR - so I was trying to avoid using masks and other software.
I agree that masking down to just the regions that showed the people and then combining just those regions with one background image does give something like the effect I wanted. Also, going out and taking new photographs that had many more people in each photograph improved the results a lot.
