Can I help with it? Unfortunately, Launchpad refuses to accept packages when newer versions are available. In the case of raring, hugin 2013.0~rc1 was uploaded before 2012.0, so I don't see a possibility to fulfill your request. But If you really need 2012.0, I have the debs built and could offer them for download somewhere else than on launchpad. Or you may take the plunge and head over to the "next hugin builds" at https://launchpad.net/~hugin/+archive/next where you could download the aforementioned 2013.0~rc1 (which I will update to ~rc2 as soon as time permits).
