Strange. There is - as far as I remember - no significant change to the photometric optimizer code between 2013.0 and 2014.0. So I have no idea what's going wrong, and I have not observed the bug myself. So you have a test project which fails reproducible and 2 changesets - one working and one not. This is a good starting point for hg blame to find the culprit.
