No. Hugin produces valid TIFF files, also when using HDR output.

tiffinfo reports:

  Photometric Interpretation: RGB color
  Extra Samples: 1<unassoc-alpha>
  Orientation: row 0 top, col 0 lhs
  Samples/Pixel: 4
  Rows/Strip: 1106
  Planar Configuration: single image plane 

Xnview, Luminance HDR and Picturenaut open the TIFF files without problem.
So it seems your HDR programs does not support floating point tiffs (what 
also the error message indicates). This can't be fixed by Hugin.
