The "Open file" and "Save file" look much like Windows Explorer (they use the same view components) but it's not the same thing. The dialogs are basically aimed at opening of saving files (hence their name), and because Windows, do indeed offer some of the functionality that the full blown Explorer does. This is however not the same in every operating system (for Linux it depends on your desktop environment). Surely an external Explorer window takes up some space, but if you have that, you don't need the "Add images" thing either. You can just drag images from Explorer onto Hugin. I'm not sure what you mean by "doesn't follow the current work folder".
