The installer installs also Visual C++ Redistributable für Visual Studio, 
which Hugin (and also other programs) need.
Microsoft recommends to install these files in the Windows folder so it is 
only installed once for several program. (But the installer takes care that 
the latest version is installed - e.g. when other program have already 
installed an old version.)
So this is not "bizarre", it is normal.
