I found a solution: Hold shift and right-click the installer. Click "copy 
as path". run cmd as admin. Make sure "C:\Windows\system32>" is visible. 
Then type in cmd "msiexec /i ". Then right-click and click paste. Press 
enter.
Now the installer should work without that error message.
