I have build Hugin and Hugin++ on Windows also with vcpkg. There I have the vcpkg directory in the root-directory of Hugin++. I use the CMake Gui instead of the command line version. As far as I remember WxWidgets was also not found although it was installed via vcpkg. I entered the paths to WxWidgets manually in CMake Gui, and so it worked. It was necessary to enter the paths of other libraries manually, too. Maybe I made something "sub-optimal" so that the libraries could not be found automatically.
