A lot of email services are doing this. My alma mater uses Outlook Online, and about half of my spam folder was real email (and conversely, a lot of junk email made it through). I finally fixed this by using fetchmail to inject mail into my own mail server. A couple of important email messages I sent have also gotten lost.
