Unable to load prelude

Hello,
I've installed Hugs (September 1999 version) and I get the error message
"Prelude not found on current path:
"{Hugs}/lib:{Hugs}/lib/hugs:{Hugs}/lib/exts"" if I start Hugs just by typing
"hugs". If I use the full path it works.
