problem with winhugs

Hello,
I just downloaded the pre-release of hugs 98, but when I try to run
winhugs.exe, the file ctl3d32.dll is missing in the hugs dir as well as in
my windows directory. 
I have windows NT 4.0 installed on my computer now.

Could you please help me with this problem?
