First of all I admit that I don't know the solution to your problem but I
had similar problems with earlier versions (sometimes I could repair the
problems with the HUGSPATH variable).
I only want to suggest that the HUGS system don't end with FATAL ERROR when
it can't find the prelude.
I think it would be reasonable that the system could work
interactively with an empty prelude although it had no predefined
functions. Once the system is running, the user could set the path with
":s -P..."
